“Crossing State Lines: Licensure Compacts, Provider Mobility, and Mental Health”

Abstract: Despite the high prevalence of mental illness, most Americans reside in areas with insufficient mental health professionals to meet demand. In response to widespread health professional shortages, policymakers have turned to interstate licensure compacts to streamline the licensing process for healthcare providers wishing to practice across state lines. This study examines the effects of interstate licensure compact adoption on mental health outcomes across participating states. Utilizing the staggered adoption of the Interstate Medical Licensure Compact (IMLC) and the Psychology Interjurisdictional Compact (PSYPACT), I analyze their impact on self-reported mental health, antidepressant prescribing rates, and suicide rates. The findings reveal no evidence that the adoption of interstate licensure compacts leads to improved mental health outcomes in states that participate. Thus, while these compacts may increase access to care, they do not appear to result in significant improvements in mental health outcomes, suggesting that broader interventions may be necessary to address the mental health crisis.
